Fiscal Services Officer needed for our government client in Downtown Baltimore.   The Fiscal Service Officer will provide fiscal services for a facility in according with applicable laws, rules, regulations, policies and procedures.   Position is contract for 2 years with possible extension.

Essential Duties:

  • Participates in the preparation of the operating budget by reviewing program requests for format, fund limitations and compliance with departmental-and agency instructions and by calculating and verifying actual expenditures and budget figures.
  • Compiles supporting fiscal and statistical data for presentation of the budget to departmental budget specialists.
  • Monitors expenditures, prepares periodic and special budget projections and recommends adjustments in budget appropriations to meet operational necessities.
  • Modifies and implements manual and automated fiscal systems in accordance with generally accepted accounting principles and departmental and control agency guidelines and oversees accounting operations.
  • Prepares and analyzes periodic and special reports to meet departmental funding source requirements and to keep management advised of the fiscal status of the agency.
  • Conducts the annual fiscal year end closeout in accordance with generally accepted accounting principles.
  • Provides information to auditors reviewing the fiscal services unit and develops and implements corrective action plans resulting from audit exceptions.
  • Formulates and implements fiscal policies and procedures to meet departmental, State, federal and other funding source laws and requirements.


  • Knowledge of generally accepted accounting principles.
  • Knowledge of generally accepted auditing standards and practices and of governmental auditing standards and practices.
  • Knowledge of fiscal control reporting policies and procedures.
  • Skill in modifying and implementing accounting methods and procedures to increase the reliability and efficiency of accounting operations.
  • Skill in applying various technical guidelines and methodologies in deciding among various alternatives for the resolution of budgetary issues.
  • Skill in using computerized fiscal applications and software to include spreadsheet software and data base applications;
  • Skill in preparing, analyzing and interpreting financial reports and statements.
  • Ability to establish and maintain effective working relationships with agency management and program personnel, departmental fiscal staff and auditors.
  • Bachelor’s Degree in Accounting from an accredited college or university.
  • Three years of experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles.
  • Certified Public Accountant or Master’s Degree in Accounting from a accredited college or university may be substituted for one year of required experience.
  • Two years of budgeting or auditing experience is required.
